New Citrus Heights Surgical Center Moves Forward

Nearly 16,000-Square-Foot Facility Will Provide Broad Range of Top-Quality Outpatient Services
CITRUS HEIGHTS, CA (MPG) - Heavy equipment has completed site clearance and construction of concrete footings for a new 16,000-square-foot ambulatory surgical center begun at 7435 Stock Ranch Road, on the corner of Stock Ranch and Sylvan roads in Citrus Heights.
Unanimously approved by the Citrus Heights Planning Commission in December 2018, the surgery center is being built on a 2.3-acre lot adjacent the 84,000-square-foot Small Business Administration building. RCP Construction, Inc. in El Dorado Hills is the construction project manager.
The site is owned by California C&S Properties, with the project’s applicant listed as Texas-based United Surgical Partners International, (USPI) which has affiliated surgery centers in Roseville and Folsom. The project’s developer, Capital Partners Development Co., also built the Citrus Heights City Hall and the U.S. Small Business Administration building.
Market President of USPI, Eric Boon, said, “We are so pleased to expand our longstanding relationship with Dignity Health to provide patients in Citrus Heights with a range of specialty surgical services to meet their evolving needs.”
The approved surgical design includes a single-story floor plan with a patient drop-off and pickup location and covered decorative awnings, along with at least 70 parking spots and a new driveway on Stock Ranch Road.
An architectural drawing of the current project, published on the city’s website, shows parking situated on the west side of the rectangular lot, with the new building set back 20 to 25 feet from the intersection of Stock Ranch and Sylvan roads.
A 4,800-square-foot second building, shown penciled-in on the site plan is included as a “projected need” for a future office building at the site. At the present time, just the surgical center is being built.
Nichole Baxter, communications officer for the City of Citrus Heights, said all city departments have approved the surgery center project, and the project is now pending approval from Sacramento Metro Fire and payment of fees for permits.
RCP Construction Inc. which is based in El Dorado Hills is the builder. Its company president, Rick Poipao, who responded to a request for comment by email, said he was away on vacation and was unavailable to comment on the project in detail.
According to the Sacramento Business Journal, the construction project may be part of an ongoing initiative by Dignity Health to bring more ambulatory centers to the region. Dignity Health has been partnered with USPI since 2012.
Dr. Todd Strumwasser, Northern California Division President for Dignity Health said the investment is another example of Dignity Health’s commitment to growth and well-being: “We are continuously assessing how we can implement strategies to lower the cost of health care, improve patient access and appropriately pair care centers with the needs of the community.”
According to current plan designs published on the city’s web site, the new facility would include three operating room beds, three treatment bays and 11 recovery unit beds for patients receiving same-day surgeries. The new USPI center would be the first of its kind within the borders of Citrus Heights, joining five other USPI centers in the region, including surgery centers in Roseville and Folsom.
City of Citrus Heights Manager Christopher Boyd said, “The new ambulatory surgery center will complement the existing Dignity Health medical office building on Greenback, and brings both high-quality services and jobs to our region. We’re excited to welcome more medical professionals to the Citrus Heights community, where health care is both our largest and fastest growing industry.”
Based in Addison, Texas, USPI operates over 400 ambulatory care facilities around the country. Most of its centers operate under joint venture partnerships with neighboring health systems, according to the company's website. Dignity Health is the only health system with a Sacramento-area presence that is partnered with USPI.
